Civil Engineering deals with the design, construction and maintenance of the physical and naturally build environment, including works like road, bridge, canals, dams and building. Most of these organizations have an in-house safety department that one can join. Otherwise, there are auditors who assess these companies for compliances related stuff which is another career one could go for.
